The United States Mint was authorized by Congress in 2005 to create two related coin series: one commemorating American Presidents, and the other paying tribute to their spouses. The second series was the First Spouse Gold Coin Program, issued from 2007 through 2016 with the objective of celebrating a complete chronological sequence of Presidential spouses from the time of Martha Washington down to Barbara Bush in the early Nineties. The twenty-eighth coin in the series was dedicated to Ellen Wilson, the First Lady of Woodrow Wilson. Ellen Wilson was known for supporting a variety of causes during her time as First Lady, notably championing the need for child labor laws and promoting educational projects in Appalachia. She was also a skilled artist whose portraits and landscape paintings were exhibited during her time in the White House, where she had established her own art studio. She is perhaps most remembered, though, for conceiving and overseeing the creation of the famed White House Rose Garden.
