State sales tax law 11.78 specifically addresses stamps, coins, and bullion ( http://docs.legis.wi.gov/code/admin_code/tax/11/IX/79/4). According to the law, the following items are specifically noted as taxable: foreign coins and paper currency sold as collectors’ items, United States coins and paper currency sold above face value, gold and silver bullion, and commemorative medals. Meanwhile, U.S. and foreign coins and paper currency sold at face value are exempt from sales tax, as are sales of bullion to Wisconsin investors if the bullion is stored at a location outside Wisconsin.
In recent years, there have been efforts to pass a tax exemption for bullion, collector coins, and currency. However, none of these efforts have been successful to date. As such, Wisconsin coin collectors and precious metal investors should consider sales tax when making purchasing decisions. The state sales tax rate is currently 5%. Depending on local taxes, the total tax rate may be up to 5.6%.
