Charles E. Barber was tasked by the Treasury Department and US Mint with developing new designs for the three main US coin denominations in the 1890s following a failed attempt to find new designs from outside artists. Following the release of the Morgan Silver Dollar and other new designs on other denominations in previous decades, American distaste for national coin designs was growing.
When the submitted designs for a contest in the late 1880s resulted in more disappointment, Barber was given the job of developing new images for the dime, quarter, and half dollar. He would go on to create a Liberty bust for the obverse that was shared across all three denominations, while the reverse featured a shared design for the half dollar and quarter, while the dime got its own design.
