William Wyon and Queen Victoria had both a working relationship and a strong friendship thanks to his numerous portraits of her. She sat for her him when she was a Princess at just 13 years of age, and then again for her 18th birthday. Thus, when it came time to create a new design for her 10th anniversary as Queen, Victoria knew just who to call for the job. Wyon used his classic Young Head portrait of Victoria from 1838 as a template and then added numerous neo-Gothic flourishes.
