The obverse carries a left-facing image of the American historic figure Benjamin Franklin. His name, along with the words State of Franklin and the year 1784, are inscribed on the coin. The State of Franklin was a historic territory located in North Carolina. North Carolina had racked up a number of debts during the Revolutionary War and tried to surrender this area to the federal government to help pay for those debts. At some point, the State of Franklin petitioned for statehood and used the name Franklin to try to garner support from Ben Franklin. It didn’t work, and the petition didn’t get votes from enough existing states for statehood.
The reverse of the coin includes a small version of the standard Cook Islands silver dollar design, complete with the Ian Rank-Broadley portrait of Elizabeth II. This small image of one coin is embedded over the image that spans the rest of the actual coin. The larger image features an eagle soaring over a natural landscape.
