To create new images of Lady Liberty and the American bald eagle, the United States Mint turned to its US Mint Artistic Infusion Program. The modern depiction of a young Lady Liberty featured on the obverse was designed by Justin Kunz and sculpted by Phebe Hemphill. The reverse image of an American bald eagle soaring in flight was designed by Paul C. Balan and sculpted by Don Everhart.

A Mint State 69 coin has full, original mint luster and features no more than two minor detracting flaws such as minuscule contact marks or hairlines. These flaws must be located outside of the primary focal points.
