This is the first year of the expanded Silver Proof Set. It is also the first year of the State Quarters series, which features five different Quarter designs each year for a period of ten years. The expansion of the Silver Proof Set was to include the State Quarters series, resulting in Silver Proof Sets of nine coins, seven of which are struck in 90% silver. Being Proof coins, their mirror-like surfaces and contrasting sharp details make them appealing to both avid and new collectors. The 1999 Silver Proof Set continues to include the copper-nickel clad versions of the Lincoln Cent and Jefferson Nickel, as well as the 90% silver versions of the Roosevelt Dime and Kennedy Half Dollar. The 90% silver Washington Quarter is gone, being replaced with five quarters from the new State Quarters series. In the 1999 set, the five State Quarters featured are Connecticut, Delaware, Georgia, New Jersey, and Pennsylvania. These Quarters, like the Dime and Half Dollar, are struck in 90% silver. The additional coins and silver content resulted in an original price increase for the Silver Proof Set to $31.95.
The expanded Silver Proof Set for 1999 required modifications to the packaging previously utilized. The black cardboard is replaced by red stars and stripes color-themed cardboard. There are now also two lenses for the set. The first red cardboard has slots for the Cent, Nickel, Dime, and Half Dollar coins, with the words United States Mint Silver Proof Set printed on the cardboard and then sealed within one plastic lens. The second red cardboard has slots for the five State Quarters, with the words United States Mint 50 State Quarters Silver Proof Set printed on the cardboard and sealed within a second plastic lens. These two lenses are placed inside an outer cover, identified as the 50 State Quarters United States Mint Silver Proof Set 1999.
These changes to the Silver Proof Set helped to boost interest in coin collecting again. Sales of this Proof Set soared to 804,565 sets, an increase of over 166,000 sets from 1998 sales. Interest in the State Quarters series played a large role in this demand for the sets, a demand that turned out to be greater than the supply. This situation led to the Sets selling at a substantial premium.
