The Silver Proof Set proved to be a popular choice right from the start, selling over 1 million sets its first year. This fourth year of the silver sets saw sales of 549,878 sets. What sets these Silver Proof Sets apart from other Proof Sets is the inclusion of the 90% silver versions of the Roosevelt Dime, Washington Quarter, and Kennedy Half Dollar. Rounding out the set are the copper-nickel-clad versions of the Lincoln Cent and Jefferson Nickel. The only way for collectors to obtain these 90% silver proof Dime, Quarter, and Half Dollar coins was by purchasing a Silver Proof Set. The amount of silver content of the three silver coins in these sets led to an original purchase price of $21.00 for the set.
The 1995 Silver Proof Set packaging continues with the distinctive black look, first introduced with the 1992 Silver Proof Set. Clearly printed on the lens is the word Silver to distinguish this set from the regular Proof Set. Each coin is set in its own space in the black cardboard, which is then placed inside the plastic lens. The lens is then placed into the black outer box, which displays a silver edge.
Sales of the 1995 Silver Proof Sets fell to not only the lowest sales of any 90% silver set but also the lowest sales of any regularly issued set since 1954. Much of this drop in sales was attributed to the expansion of the modern commemorative coins issued in 1995. There were 13 commemorative coins issued from 1990-1992. In 1993-1994, 14 commemorative coins were issued. In 1995 alone, there were 12 commemorative coins issued, 3 honoring Civil War Battlefields and 9 honoring various Olympic sports. This barrage of commemorative coins created greater competition for collectors’ attention and budgets.
Along with the Silver Proof Set, the US Mint also offered the Silver Premier Set. The Premier set contains the same coins as the Silver Proof Set, however, with more ornate packaging, it pushed the original price to $37.50.
