From 1986 to 1990, the United States Mint issued 4,222,084 Proof American Silver Eagle coins. Only the five-year period covering 2004 to 2008 had a higher mintage with a total of 4,233,480 coins produced. That particular period benefited from the 20th anniversary release of the Proof American Silver Eagle, which set its own high mark as the second-best individual mintage in program history.

This design showcases Liberty wearing the American flag over her shoulders with branches of oak and laurel in her left hand. Her right hand is outstretched to the horizon as she walks toward the sun cresting the mountains in the distance.
The reverse of 1989-S Proof American Silver Eagles features the seal known as the heraldic eagle of the United States. Available on US circulation coins dating back to the first coins issued by the US Mint in 1794, this design has been modified countless times in US history and was modified for this release by John Mercanti in 1986.
