These commemorative dollar coins were struck following the passage of legislation by the United States Congress. At the time, each coin included a surcharge as specified in Public Law 99-61. All proceeds of these surcharges went towards renovating both the Statue of Liberty and the Ellis Island emigration facilities. In addition, the charges established an endowment to help with future renovations at these public sites.
