There were no significant changes to the Proof Sets from 1984 to 1985 to have triggered this increase in sales, so it is presumed to be the result of the lack of a Prestige Set offering for 1985. The 1985 Proof Set remained a 5 coin set with a face value of $0.91. Nearly all coins in the Set will be found with deep cameo finishes. This Set was made by the US Mint in San Francisco. The 1985 Proof Sets come in the newly designed packaging created for use starting in 1983. It is actually the design that was utilized in 1968. The coins are set in individual slots in a purple textured cardboard holder. This purple holder is then sealed in a plastic holder. This arrangement is then placed into a purple outer box, which has a flap at the top to open and close the box.
In 1983, the US Mint started issuing Prestige Proof Sets, which it continued doing through 1997. These Prestige Proof Sets included the 5 coins of the standard Proof Set in addition to one or both of the half dollar and silver dollar from the year’s commemorative coin program.
