The 1982 US Mint Proof Set reverted back to a set of 5 coins with the discontinuation of the Anthony Dollar. In its location in the packaging was placed a Proof Treasure Token. Even though the face value of the Proof Set dropped from $1.91 to $0.91, the original issue price remained at $11.00. In spite of this, the Mint still sold 3,857,479 of the 1982 Proof Sets, which was a minimal decrease from 1981 Proof Set sales. All coins in the Set were intended to have a cameo or deep cameo finish. This Set was made by the US Mint in San Francisco. The 1982 Proof Sets were the last sets to utilize the down-sized packaging created in 1980. This packaging has the coins placed in individual slots in a red plastic insert, which was sealed in a clear plastic case. A black plastic sleeve – which could serve as a stand – slid over the clear plastic case. And the outer cardboard box had a single opening at the top to slide the main holder into.
The increasing price of copper in the early 1980s forced a permanent change in the composition of the Lincoln Cent by the US Mint. Up to 1982, the Lincoln Cents were made of 95% copper. However, with the increased price of copper, the cost to make the penny exceeded its face value. Thus, to prevent a melt-off of pennies, the US Mint made half of the 1982 pennies of 95% copper and the other half of 97% zinc with a plating of copper. People would still set aside the solid copper pennies to save them for their value.
