Based on the heraldic eagle, this image includes an American bald eagle with wings and legs spread out as the US national shield rests on its chest. One set of talons clutches an olive branch while the other clutches arrows. This design was created by Frank Gasparro, the 10th Chief Engraver of the United States Mint who succeeded Roberts in early 1965 and served until early 1981.
