John Flanagan’s Washington Quarter design debuted in 1932, replacing the Standing Liberty Quarter that was canceled in 1930. Flanagan’s combined depictions of Washington on the obverse and the bald eagle on the reverse remained unchanged on the coin until 1998 when the State Quarters Series saw the bald eagle removed from the reverse. To this day, Washington’s bust remains on the obverse of the quarter (though redesigned in 2022), making the 1st President of the United States the most consistent figure to appear on American currency.
The obverse of the 1939-D Washington Quarter features Flanagan’s original bust of President George Washington. This left-profile bust is often celebrated for its simple elegance and historical significance, with President Washington becoming just the second American President to feature on American coinage behind President Lincoln’s appearance on the penny in 1909.
On the reverse of 1939-D Washington Quarters is Flanagan’s depiction of the American bald eagle. Similar in concept to the heraldic eagle, his design shows the bald eagle in front-facing relief as it looks to the right (viewer’s left). It is perched on a sheaf of arrows with an olive branch beneath.
