In 1904, the silver stores the Treasury had been purchasing on the open market under the Bland-Allison Act had been used up by the US Mint to strike Morgan Dollars. As such, production ended and would not resume until after World War I. Although Americans were hoping for a new silver dollar design in 1921 when coining resumed, the US Mint started production that year with the historic Morgan Dollar design. The coins would be struck until late December, at which point the new silver dollar design was released.

However, it is in front-facing relief with its wings spread to the sides and its talons holding the olive branch of peace and the arrows of war.
