Barber in the formal neoclassical tradition he favored throughout his tenure as Chief Engraver of the United States Mint. Liberty is depicted wearing a Phrygian cap overlaid with a laurel wreath, symbols drawn from classical antiquity to evoke freedom and victory, along with a ribbon tied at the back of her head.
On the reverse of 1916-D Barber Quarters, the design field presents the heraldic American eagle as its central device, displayed with wings spread and bearing a shield on its breast. The eagle clutches an olive branch in its right talon and a bundle of thirteen arrows in its left, the familiar symbols of peace and preparedness that recur throughout American coinage.
